1. Genel
Bu Gizlilik ve Güvenlik Politikası, LUATEL ÇAĞRI MERKEZİ VE DANIŞMANLIK TİCARET
LİMİTED ŞİRKETİ tarafından işletilen LivePay kapsamında verilerin ödeme sürecinde nasıl
teknik olarak aktarıldığını ve güvenliğin nasıl sağlandığını açıklar.
LUATEL, başvuru sahibine ait kişisel verileri kendi sistemlerinde saklamaz. LUATEL, vize
başvurusuna karar veren veya konsolosluk hizmeti sunan kurum değildir. Bu politika yalnızca
LivePay ve ödeme sürecine ilişkin teknik aktarım ve güvenlik faaliyetleri için geçerlidir.
2. Kişisel Veri Saklanmaması
LUATEL, LivePay üzerinden başvuru sahibine ait ad, soyad, iletişim bilgileri, pasaport
bilgileri, başvuru referans bilgileri, IP adresi, oturum bilgileri veya kart bilgilerini kendi
sistemlerinde kalıcı olarak kaydetmez ve saklamaz.
LivePay, ödeme işleminin tamamlanabilmesi için gerekli bilgileri yalnızca anlık teknik aktarım
amacıyla ilgili sistemler arasında iletebilir. Bu aktarım, LUATEL tarafından kişisel veri veri
tabanı oluşturulması veya saklama yapılması anlamına gelmez.
Kart numarası, CVV/CVC, kart şifresi ve benzeri hassas kart verileri LUATEL tarafından
görülmez, işlenmez ve saklanmaz. Bu bilgiler Garanti BBVA sanal POS altyapısı üzerinden
banka güvenlik standartlarına uygun şekilde işlenir.
3. Teknik Aktarımın Amaçları
LivePay üzerinden yapılan teknik aktarım yalnızca aşağıdaki amaçlarla sınırlıdır:
• Visa Fee kartlı ödeme işleminin gerçekleştirilmesi
• Başvuru sahibinin Garanti BBVA sanal POS ekranına yönlendirilmesi
• Ödeme sonucunun ustraveldocs.com, CGI Inc. veya ilgili yetkili sistemlere iletilmesi
• Ödeme sürecinin teknik güvenliğinin sağlanması
4. Verilerin Bulunabileceği Üçüncü Taraf Sistemler
LUATEL tarafından kişisel veri saklanmamakla birlikte, ödeme ve vize başvuru sürecinin
doğası gereği bilgiler aşağıdaki üçüncü taraf sistemlerde işlenebilir veya saklanabilir:
• Garanti BBVA ve ödeme altyapısı hizmet sağlayıcıları
• CGI Inc. ve ustraveldocs.com sistemiyle bağlantılı yetkili hizmet sağlayıcılar
• Amerika Birleşik Devletleri resmi makamları veya konsolosluk sürecinde yetkili
kurumlar
Bu üçüncü taraf sistemlerdeki veri işleme ve saklama faaliyetleri, ilgili tarafların kendi gizlilik
politikalarına, banka kurallarına ve uygulanabilir mevzuata tabidir.

5. Kredi Kartı Güvenliği
Ödeme işlemleri Garanti BBVA sanal POS altyapısı üzerinden gerçekleştirilir. Kart bilgileri
banka veya yetkili ödeme altyapısı tarafından güvenli ortamda işlenir. LUATEL, kartın tam
numarasını, CVV/CVC kodunu veya kart şifresini görmez, işlemez ve saklamaz.
Kullanıcılar, e-posta, telefon, mesajlaşma uygulamaları veya destek talepleri üzerinden kart
numarası, CVV/CVC veya kart şifresi paylaşmamalıdır. LUATEL hiçbir durumda bu bilgileri eposta
veya telefonla talep etmez.
6. SSL/TLS ve Teknik Güvenlik
LivePay ve ödeme süreci, güncel şifreleme ve güvenlik protokolleri kullanılarak yürütülür.
LivePay, kişisel veri saklamayacak şekilde tasarlanmıştır ve ödeme için gerekli bilgiler
Garanti BBVA sanal POS ve ilgili yetkili sistemlere güvenli şekilde aktarılır.
İnternet üzerinden veri iletiminin doğası gereği mutlak güvenlik garanti edilememekle birlikte,
LUATEL makul teknik ve idari tedbirleri uygular.
7. Çerezler ve Oturum Bilgileri
LivePay, ödeme oturumunun güvenli şekilde sürdürülmesi için yalnızca zorunlu ve geçici
oturum teknolojileri kullanabilir. Bu teknolojiler LUATEL tarafından kişisel veri veri tabanı
oluşturulması veya kalıcı profil kaydı tutulması amacıyla kullanılmaz.
8. Veri Saklama
LUATEL, LivePay kapsamında başvuru sahibine ait kişisel verileri veya kart bilgilerini kendi
sistemlerinde saklamaz. Ödeme, banka referansı, dekont, chargeback veya resmi başvuru
kayıtları gerekiyorsa bu kayıtlar Garanti BBVA, ödeme altyapısı, CGI Inc., ustraveldocs.com
veya ilgili yetkili sistemler nezdinde tutulabilir.
9. İlgili Kişi Hakları
Başvuru sahipleri, KVKK kapsamındaki haklarını ilgili veri sorumlularına karşı kullanabilir.
Ödeme, Visa Fee, başvuru referansı, dekont, teknik ödeme hatası veya chargeback ile ilgili
talepler ustraveldocs.com Service Line / müşteri destek kanalları üzerinden iletilmelidir.
LUATEL nezdinde saklanan bir kişisel veri bulunmadığı icin başvuru sahibine bu durum
bildirilebilir.
LUATEL'e yapılan ödeme destek talepleri, başvuru sahibine yanıt verilmesi için
ustraveldocs.com Service Line / müşteri destek kanallarına yönlendirilir.
10. Politika Değişiklikleri
LUATEL, bu politikayı mevzuat, banka kuralları, CGI Inc. veya ilgili resmi makam gereklilikleri
ve teknik ihtiyaçlar doğrultusunda güncelleyebilir. Güncel metin LivePay üzerinde
yayımlandığı anda yürürlüğe girer.

Privacy and Security Policy
1. General
This Privacy and Security Policy explains how data is technically transmitted and how
security is provided within the scope of LivePay operated by LUATEL ÇAĞRI MERKEZİ VE
DANIŞMANLIK TİCARET LİMİTED ŞİRKETİ.
LUATEL does not store the applicant's personal data in its own systems. LUATEL is not the
institution that decides visa applications or provides consular services. This policy applies
only to technical transmission and security activities relating to LivePay and the payment
process.
2. No Storage of Personal Data
LUATEL does not permanently record or store in its own systems the applicant's name,
contact information, passport information, application reference information, IP address,
session information or card information through LivePay.
LivePay may transmit the information required to complete the payment transaction only
instantaneously and technically between the relevant systems. This transmission does not
mean that LUATEL creates a personal data database or performs data storage.
Card number, CVV/CVC, card password and similar sensitive card data are not viewed,
processed or stored by LUATEL. Such information is processed through the Garanti BBVA
virtual POS infrastructure in accordance with bank security standards.
3. Purposes of Technical Transmission
Technical transmission through LivePay is limited to the following purposes:
• Carrying out the Visa Fee card payment transaction
• Redirecting the applicant to the Garanti BBVA virtual POS screen
• Transmitting the payment result to ustraveldocs.com, CGI Inc. or relevant
authorized systems
• Ensuring the technical security of the payment process
4. Third-Party Systems Where Data May Be Located
Although LUATEL does not store personal data, due to the nature of the payment and visa
application process, information may be processed or stored in the following third-party
systems:
• Garanti BBVA and payment infrastructure service providers
• CGI Inc. and authorized service providers connected with the
ustraveldocs.com system
• United States official authorities or institutions authorized in the consular
process

Data processing and storage activities in these third-party systems are subject to the relevant
parties' own privacy policies, bank rules and applicable legislation.
5. Credit Card Security
Payment transactions are carried out through the Garanti BBVA virtual POS infrastructure.
Card information is processed in a secure environment by the bank or authorized payment
infrastructure. LUATEL does not see, process or store the full card number, CVV/CVC code
or card password.
Users must not share card numbers, CVV/CVC codes or card passwords by e-mail,
telephone, messaging applications or support requests. LUATEL never requests such
information by e-mail or telephone.
6. SSL/TLS and Technical Security
LivePay and the payment process are conducted using current encryption and security
protocols. LivePay is designed not to store personal data, and the information required for
payment is securely transmitted to the Garanti BBVA virtual POS and relevant authorized
systems.
Due to the nature of data transmission over the internet, absolute security cannot be
guaranteed; however, LUATEL applies reasonable technical and administrative measures.
7. Cookies and Session Information
LivePay may use only necessary and temporary session technologies to maintain the
security of the payment session. These technologies are not used by LUATEL to create a
personal data database or maintain a permanent profile record.
8. Data Storage
LUATEL does not store the applicant's personal data or card information in its own systems
within the scope of LivePay. Where payment, bank reference, receipt, chargeback or official
application records are required, such records may be held by Garanti BBVA, the payment
infrastructure, CGI Inc., ustraveldocs.com or relevant authorized systems.
9. Data Subject Rights
Applicants may exercise their rights under applicable personal data protection legislation
against the relevant data controllers. Requests concerning payment, Visa Fee, application
reference, receipt, technical payment error or chargeback must be submitted through the
ustraveldocs.com Service Line / customer support channels. Where no personal data is
stored by LUATEL, the applicant may be informed accordingly.
Payment support requests submitted to LUATEL may be redirected to the ustraveldocs.com
Service Line / customer support channels for response to the applicant.

10. Policy Changes
LUATEL may update this policy in line with legislation, bank rules, CGI Inc. or relevant official
authority requirements and technical needs. The current text becomes effective when
published on LivePay.
İptal ve İade Koşulları
1. Genel
Bu İptal ve İade Koşulları, LUATEL tarafından işletilen LivePay üzerinden Amerika Birleşik
Devletleri vize başvuru ücretinin kartla ödenmesine ilişkin kuralları açıklar.
Başvuru sahibi, ödeme işlemini tamamlamadan önce bu koşulları okumalı ve onaylamalıdır.
Ödemenin tamamlanması, bu koşulların kabul edildiği anlamına gelir.
2. Visa Fee'nin Niteliği ve İade Edilemezliği
Visa Fee / MRV Ücreti, Amerika Birleşik Devletleri vize başvurusu kapsamında tahsil edilen
başvuru/işlem ücretidir. Bu ücret non-refundable, yani iade edilemez niteliktedir. Ödemenin
yapılmış olması vize verilmesini, randevu alınmasını veya başvurunun olumlu
sonuçlanmasını garanti etmez. Vize başvurusunun sonucu, randevu durumu, mülakat, belge
incelemesi ve konsolosluk kararları LUATEL'in kontrolü dışındadır.
LUATEL, ödeme arayüzünü ve kartlı tahsilat sürecini sağlar; vize başvurusunun esasına
ilişkin karar veya değerlendirme yapmaz.
3. İptal
Başvuru sahibi, ödeme işlemini banka sanal POS ekranında onaylamadan önce işlemi iptal
edebilir. Ödeme onaylanmadan ve karttan tahsilat yapılmadan önce herhangi bir ücret
doğmaz.
Ödeme işlemi başarıyla tamamlandıktan sonra tahsilat süreci tamamlanmış ve elektronik
hizmetin ifasına başlanmış sayılır.
4. İade Edilemezlik Kuralının Kapsamı
Ödeme işlemi başarıyla tamamlandıktan sonra Visa Fee iadesi yapılmaz. Bu kural aşağıdaki
haller dahil ancak bunlarla sınırlı olmaksızın uygulanır:
• Vize başvurusunun reddedilmesi
• Başvuru sahibinin randevuya katılmaması
• Başvuru sahibinin yanlış vize türü, yanlış başvuru bilgisi veya yanlış
hesap/referans bilgisi kullanması
• Başvuru sahibinin başvurudan vazgeçmesi
• Başvuru sahibinin vizeye ihtiyacı olmadığını sonradan fark etmesi
• Başvuru sahibinin ödemeyi yanlışlıkla yaptığını ileri sürmesi
• Başvuru sahibinin aynı veya farklı vize başvurusu için yeniden ödeme yapmak
zorunda kalması
• Resmi makamlar veya yetkili hizmet sağlayıcıların kuralları gereği ücretin iade
edilemez sayıldığı diğer haller

5. Teknik Hata ve Mükerrer Tahsilat
Aşağıdaki hallerde yalnızca teknik düzeltme talebi incelemeye alınabilir. Bu haller Visa
Fee'nin iade edilebilir olduğu anlamına gelmez. Bu talepler doğrudan LUATEL'e değil,
ustraveldocs.com Service Line / müşteri destek kanallarına iletilmelidir:
• Aynı başvuru veya aynı referans için teknik hata nedeniyle mükerrer tahsilat
yapılması
• Banka veya ödeme altyapısından kaynaklanan tutar hatası
• Ödeme başarısız göründüğü halde karttan tahsilat yapıldığının banka
kayıtlarıyla kanıtlanması
• LUATEL veya yetkili sistemlerden kaynaklanan açık teknik hata
Başvuru sahibi, teknik düzeltme incelemesi için ustraveldocs.com Service Line / müşteri
destek kanallarına başvurmalıdır. Başvuru sırasında ustraveldocs.com tarafından talep
edilen işlem tarihi, işlem tutarı, başvuru referansı, banka referans numarası ve iletişim
bilgileri gibi bilgiler sağlanmalıdır.
6. Teknik Düzeltme Yöntemi ve Süresi
Teknik inceleme sonucunda mükerrer veya hatalı kart tahsilatı tespit edilirse düzeltme, kural
olarak ödemenin yapıldığı karta ve banka/ödeme kuruluşunun işlem kuralları çerçevesinde
yapılır. Bu işlem Visa Fee iadesi değil, teknik tahsilat hatasının düzeltilmesidir. Düzeltmenin
kart ekstresine yansıma süresi bankaya ve kart kuruluşuna göre değişebilir.
Teknik düzeltme talepleri ustraveldocs.com Service Line / müşteri destek kanalları üzerinden
alınıp yönetilir. Gerekli hallerde CGI Inc., ustraveldocs.com sistemleri, Garanti BBVA, ödeme
altyapısı sağlayıcıları veya ilgili resmi makamlarla teyit süreci yürütülebilir. LUATEL, başvuru
sahiplerine doğrudan ödeme destek hizmeti vermez.
7. Chargeback ve Yetkisiz İşlem İtirazları
Başvuru sahibi, ödeme işlemini kendi iradesiyle ve bilgisi dahilinde onayladığını kabul eder.
Yetkisiz işlem, kart kaybı, çalıntı kart veya dolandırıcılık iddiaları ilgili banka ve kart
kuruluşlarının prosedürlerine tabidir.
Ödeme itirazları, chargeback, yetkisiz işlem iddiaları ve benzeri tüm ödeme konuları için
başvuru sahibi ustraveldocs.com Service Line / müşteri destek kanallarına ve/veya kendi
bankasına başvurmalıdır. Chargeback veya itiraz süreçlerinde inceleme, kural olarak Garanti
BBVA, ödeme altyapısı, kart kuruluşları, CGI Inc., ustraveldocs.com veya ilgili yetkili
sistemlerde bulunan banka ve ödeme kayıtları üzerinden yürütülür. LUATEL, LivePay
kapsamında başvuru sahibine ait kişisel verileri veya kart bilgilerini kendi sistemlerinde
saklamadığından, kendi nezdinde bulunmayan kişisel verileri paylaşamaz.
8. Cayma Hakkı
Ödeme işleminin başarıyla tamamlanmasıyla birlikte elektronik ödeme/tahsilat hizmetinin
ifasına başlanmış olur. Başvuru sahibi, ödeme onayı verdiği anda hizmetin derhal ifasına
başlanacağını ve mevzuatta öngörülen şartlar dahilinde cayma hakkına ilişkin sınırlamaların
uygulanabileceğini kabul eder.

Cancellation and Refund Conditions
1. General
These Cancellation and Refund Conditions explain the rules relating to card payment of the
United States visa application fee through LivePay operated by LUATEL.
The applicant must read and confirm these conditions before completing the payment
transaction. Completion of the payment means that these conditions have been accepted.
2. Nature and Non-Refundability of the Visa Fee
The Visa Fee / MRV Fee is an application/processing fee collected in connection with a
United States visa application. This fee is non-refundable. Payment of the fee does not
guarantee issuance of a visa, availability of an appointment or a positive application
outcome. The result of the visa application, appointment status, interview, document review
and consular decisions are outside LUATEL's control.
LUATEL provides the payment interface and card collection process; it does not make any
decision or assessment regarding the substance of the visa application.
3. Cancellation
The applicant may cancel the transaction before approving the payment on the bank virtual
POS screen. No fee arises before the payment is approved and the card is charged.
Once the payment transaction has been successfully completed, the collection process is
completed and performance of the electronic service is deemed to have begun.
4. Scope of the Non-Refundability Rule
Once the payment transaction has been successfully completed, the Visa Fee is not
refunded. This rule applies, including but not limited to, the following cases:
• Rejection of the visa application
• Failure of the applicant to attend the appointment
• Use of an incorrect visa type, incorrect application information or incorrect
account/reference information
• Withdrawal of the application by the applicant
• The applicant later realizing that a visa is not required
• The applicant claiming that the payment was made by mistake
• The applicant having to make a new payment for the same or another visa
application
• Other cases where the fee is deemed non-refundable under the rules of official
authorities or authorized service providers

5. Technical Error and Duplicate Charge
Only technical correction requests may be reviewed in the following cases. These cases do
not mean that the Visa Fee is refundable. Such requests must be submitted to the
ustraveldocs.com Service Line / customer support channels, not directly to LUATEL:
• Duplicate charge due to a technical error for the same application or same
reference
• Amount error caused by the bank or payment infrastructure
• Bank records proving that the card was charged although the payment
appears unsuccessful
• Clear technical error caused by LUATEL or authorized systems
The applicant must contact the ustraveldocs.com Service Line / customer support channels
for technical correction review. During the request, information required by ustraveldocs.com,
such as transaction date, transaction amount, application reference, bank reference number
and contact information, must be provided.
6. Technical Correction Method and Timing
If a duplicate or erroneous card charge is identified as a result of technical review, the
correction is made, as a rule, to the card used for payment and in accordance with the
transaction rules of the bank/payment institution. This transaction is not a Visa Fee refund,
but correction of a technical collection error. The time required for the correction to appear on
the card statement may vary depending on the bank and card institution.
Technical correction requests are received and managed through the ustraveldocs.com
Service Line / customer support channels. Where necessary, a confirmation process may be
conducted with CGI Inc., ustraveldocs.com systems, Garanti BBVA, payment infrastructure
providers or relevant official authorities. LUATEL does not provide direct payment support
services to applicants.
7. Chargeback and Unauthorized Transaction Disputes
The applicant accepts that the payment transaction was approved voluntarily and knowingly.
Claims of unauthorized transaction, lost card, stolen card or fraud are subject to the
procedures of the relevant bank and card institutions.
For payment disputes, chargebacks, unauthorized transaction claims and all similar payment
matters, the applicant must contact the ustraveldocs.com Service Line / customer support
channels and/or the applicant's own bank. Chargeback or dispute reviews are generally
carried out based on bank and payment records held by Garanti BBVA, the payment
infrastructure, card institutions, CGI Inc., ustraveldocs.com or relevant authorized systems.
Since LUATEL does not store the applicant's personal data or card information in its own
systems within the scope of LivePay, LUATEL cannot share personal data that it does not
hold.

Visa Fee / MRV Ücreti: Amerika Birleşik Devletleri vize başvurusu kapsamında ilgili resmi
makamlarca veya yetkili hizmet sağlayıcılarca belirlenen başvuru işlem ücretini ifade eder.
Sanal POS: Garanti Bankası A.Ş. / Garanti BBVA tarafından sağlanan kredi kartı, banka kartı
veya uygun diğer kartlarla ödeme altyapısını ifade eder.
Hizmet: Visa Fee tahsilatına ilişkin elektronik ödeme arayüzünün işletilmesi, başvuru
sahibinin banka sanal POS ekranına yönlendirilmesi ve ödeme sonucunun ilgili sistemlere
iletilmesi hizmetlerini ifade eder.

3. Sözleşmenin Konusu
İşbu sözleşmenin konusu, başvuru sahibinin Amerika Birleşik Devletleri vize başvurusu
kapsamında ödemesi gereken Visa Fee'nin kartla ödenebilmesi için LUATEL tarafından
sunulan LivePay ödeme arayüzü ve sanal POS yönlendirme hizmetine ilişkin tarafların hak
ve yükümlülüklerinin belirlenmesidir.
LUATEL, vize başvurusunu değerlendiren, vize veren, vize sonucuna karar veren veya
konsolosluk hizmeti sunan kurum değildir. Vize başvurusunun kabul, red, randevu, belge
inceleme, mülakat ve benzeri tüm esaslı süreçleri ilgili resmi makamların ve/veya yetkili
hizmet sağlayıcıların sorumluluğundadır.
Başvuru sahipleri; ödeme işlemi, ödeme durumu, teknik ödeme hatası, mükerrer tahsilat,
banka itirazı, chargeback, dekont veya Visa Fee ile ilgili tüm soru ve talepler için
ustraveldocs.com tarafından sağlanan resmi Service Line / müşteri destek kanallarına

4. Hizmet Bilgileri ve Ödeme Süreci
Başvuru sahibi, ustraveldocs.com üzerinden ödeme adımına geldiğinde LivePay üzerinde
ödeme tutarı, para birimi, başvuruya ilişkin referans bilgileri ve ödeme yöntemi hakkında
bilgilendirilir.
Başvuru sahibi, gerekli onayları verdikten sonra Garanti BBVA sanal POS ekranına
yönlendirilir. Kart bilgileri banka sanal POS altyapısında işlenir. LUATEL, kart numarası,
CVV/CVC kodu veya kart şifresi gibi hassas kart verilerini kendi sistemlerinde saklamaz.
Ödeme işleminin başarılı olması halinde başvuru sahibine ekranda ve/veya
ustraveldocs.com sistemi üzerinden ödeme sonucuna ilişkin bilgi verilebilir. Ödeme
sonucunun ustraveldocs.com veya yetkili sistemlere yansıma süresi teknik işlem sürelerine
tabi olabilir.
5. Ücret ve Vergiler
Ödenecek Visa Fee tutarı, başvuru sahibinin vize türü, başvuru kategorisi, resmi ücret tarifesi
ve ilgili sistemde yer alan bilgilere göre belirlenir. LivePay üzerinde gösterilen toplam ödeme
tutarı, başvuru sahibinin ödeme onayı verdiği tutardır.
Varsa hizmet bedeli, banka komisyonu, vergi veya diğer masraflar ödeme öncesinde ayrıca
gösterilir. Gösterilmeyen herhangi bir ek ücret başvuru sahibinden tahsil edilmez.
6. Ön Bilgilendirme ve Elektronik Onay
Başvuru sahibi, ödemeyi tamamlamadan önce işbu sözleşmeyi, gizlilik ve güvenlik
politikasını, iptal ve iade koşullarını ve ödeme ekranı üzerindeki ön bilgilendirmeleri
okuduğunu, anladığını ve elektronik ortamda kabul ettiğini beyan eder.
Başvuru sahibi, ödeme işlemini onayladığında ilgili karttan gösterilen tutarın tahsil edileceğini
ve ödeme işleminin başlamasıyla elektronik hizmetin ifasına geçileceğini kabul eder.

7. Cayma Hakkı, İade Edilemezlik ve Teknik Düzeltmeler
Ödeme işleminin başarıyla tamamlanmasıyla birlikte elektronik tahsilat hizmetinin ifasına
başlanmış olur. Başvuru sahibi, hizmetin ödeme onayı ile derhal başlayacağını ve bu
nedenle cayma hakkına ilişkin sınırlamaların uygulanabileceğini kabul eder.
Visa Fee / MRV Ücreti non-refundable, yani iade edilemez niteliktedir. Ödeme
tamamlandıktan sonra Visa Fee; vize başvurusunun reddedilmesi, başvurudan vazgeçilmesi,
randevuya katılınmaması, hatalı başvuru türü veya hatalı bilgi seçilmesi, başvuru sahibinin
vizeye ihtiyacı olmadığını sonradan fark etmesi veya benzeri herhangi bir nedenle iade
edilmez.
Yalnızca teknik hata, aynı işlem için mükerrer tahsilat veya banka/ödeme altyapısından
kaynaklanan açık tutar hatası gibi Visa Fee'nin iade edilebilir hale gelmesi anlamına
gelmeyen, ödeme işleminin teknik olarak düzeltilmesini gerektiren hallerde inceleme
yapılabilir. Bu tür durumlarda başvuru sahibi doğrudan LUATEL'e değil, ustraveldocs.com
Service Line / müşteri destek kanallarına başvurmalıdır. Yapılacak düzeltme, Visa Fee iadesi
olarak değil, hatalı veya mükerrer kart tahsilatının banka kuralları çerçevesinde düzeltilmesi
olarak değerlendirilir.
8. Başvuru Sahibinin Beyan ve Yükümlülükleri
Başvuru sahibi, ödeme sırasında verdiği bilgilerin doğru, güncel ve kendisine ait olduğunu
kabul eder.
Başvuru sahibi, kullanılan kartın kendisine ait olduğunu veya kart sahibinin hukuka uygun
onayına sahip olduğunu beyan eder.
Başvuru sahibi, hatalı, eksik veya başkasına ait bilgilerle ödeme yapılmasından doğabilecek
sonuçlardan sorumludur.
9. Güvenlik ve Kişisel Veriler
Ödeme işlemleri SSL/TLS gibi güncel güvenlik protokolleri ve Garanti BBVA banka sanal
POS altyapısı üzerinden yürütülür. LUATEL, LivePay kapsamında başvuru sahibine ait kişisel
verileri veya kart bilgilerini kendi sistemlerinde saklamaz.
LivePay üzerinden gerekli bilgiler yalnızca ödeme sürecinin teknik olarak yürütülmesi,
Garanti BBVA sanal POS ekranına yönlendirme yapılması ve ödeme sonucunun ilgili yetkili
sistemlere iletilmesi amacıyla anlık/teknik olarak aktarılır. Kalıcı kayıt, ödeme dekontu, banka
referansı veya kart işlem kayıtları Garanti BBVA, ödeme altyapısı, CGI Inc.,
ustraveldocs.com veya ilgili yetkili sistemler nezdinde tutulabilir.
10. Uyuşmazlıklar
İşbu sözleşmeden doğan uyuşmazlıklarda, ilgili mevzuat kapsamında yetkili tüketici hakem
heyetleri, tüketici mahkemeleri ve genel yetkili mahkemeler görevlidir.

11. Yürürlük
Başvuru sahibi, LivePay üzerinden ödeme işlemini onayladığında işbu sözleşmenin tüm
hükümlerini kabul etmiş sayılır.

2. Definitions
LivePay: The electronic payment interface opened when the applicant proceeds to the "visa
fee payment" step through ustraveldocs.com, providing payment information, applicant
confirmation and redirection to the bank virtual POS.
Visa Fee / MRV Fee: The application processing fee determined by the relevant official
authorities or authorized service providers in connection with a United States visa
application.
Virtual POS: The payment infrastructure provided by Garanti Bankası A.Ş. / Garanti BBVA
for payments by credit card, debit card or other eligible cards.
Service: The operation of the electronic payment interface for Visa Fee collection, the
redirection of the applicant to the bank virtual POS screen and the transmission of the
payment result to the relevant systems.

3. Subject of the Agreement
The subject of this agreement is to determine the rights and obligations of the parties
regarding the LivePay payment interface and virtual POS redirection service provided by
LUATEL for payment by card of the Visa Fee payable by the applicant in connection with a
United States visa application.
LUATEL is not the institution that reviews visa applications, grants visas, decides visa
outcomes or provides consular services. The acceptance, rejection, appointment, document
review, interview and all other substantive stages of the visa application process are the
responsibility of the relevant official authorities and/or authorized service providers.
Applicants must contact the official ustraveldocs.com Service Line / customer support
channels for all questions and requests regarding payment transactions, payment status,
technical payment errors, duplicate charges, bank disputes, chargebacks, receipts or the
Visa Fee. LUATEL does not provide direct payment support services to applicants.
4. Service Information and Payment Process
When the applicant reaches the payment step through ustraveldocs.com, LivePay displays
information regarding the payment amount, currency, application reference information and
payment method.
After the applicant gives the required confirmations, the applicant is redirected to the Garanti
BBVA virtual POS screen. Card data is processed through the bank virtual POS
infrastructure. LUATEL does not store sensitive card data such as card number, CVV/CVC
code or card password in its own systems.
If the payment transaction is successful, information regarding the payment result may be
displayed on screen and/or through the ustraveldocs.com system. The time required for the
payment result to appear in ustraveldocs.com or other authorized systems may be subject to
technical processing times.
5. Fees and Taxes
The payable Visa Fee amount is determined according to the applicant's visa type,
application category, official fee schedule and the information available in the relevant
system. The total payment amount displayed in LivePay is the amount approved by the
applicant for payment.
If applicable, any service fee, bank commission, tax or other charge is displayed separately
before payment. No additional fee that has not been displayed is collected from the
applicant.
6. Preliminary Information and Electronic Confirmation
Before completing the payment, the applicant declares that they have read, understood and
electronically accepted this agreement, the privacy and security policy, the cancellation and
refund conditions and the preliminary information displayed on the payment screen.

By approving the payment transaction, the applicant accepts that the displayed amount will
be charged to the relevant card and that performance of the electronic service will begin
once the payment transaction is initiated.
7. Right of Withdrawal, Non-Refundability and Technical Corrections
Upon successful completion of the payment transaction, performance of the electronic
collection service begins. The applicant accepts that the service will begin immediately upon
payment confirmation and that limitations regarding the right of withdrawal may apply.
The Visa Fee / MRV Fee is non-refundable. Once payment has been completed, the Visa
Fee will not be refunded for any reason, including rejection of the visa application, withdrawal
of the application, failure to attend an appointment, selection of an incorrect visa type or
incorrect information, the applicant later realizing that a visa is not required, or any similar
reason.
Only technical errors, duplicate charges for the same transaction or clear amount errors
caused by the bank/payment infrastructure may be reviewed where they require technical
correction of the payment transaction and do not make the Visa Fee refundable. In such
cases, the applicant must contact the ustraveldocs.com Service Line / customer support
channels, not LUATEL directly. Any correction is treated as correction of an erroneous or
duplicate card charge under bank rules, not as a refund of the Visa Fee.
8. Applicant Declarations and Obligations
The applicant accepts that the information provided during payment is accurate, current and
belongs to the applicant.
The applicant declares that the card used belongs to the applicant or that the applicant has
lawful authorization from the cardholder.
The applicant is responsible for any consequences arising from payment with incorrect,
incomplete or third-party information.
9. Security and Personal Data
Payment transactions are carried out through current security protocols such as SSL/TLS
and through the Garanti BBVA bank virtual POS infrastructure. LUATEL does not store the
applicant's personal data or card information in its own systems within the scope of LivePay.
Information required through LivePay is transmitted only instantaneously/technically for the
purposes of carrying out the payment process, redirecting the applicant to the Garanti BBVA
virtual POS screen and transmitting the payment result to the relevant authorized systems.
Permanent records, payment receipts, bank references or card transaction records may be
held by Garanti BBVA, the payment infrastructure, CGI Inc., ustraveldocs.com or relevant
authorized systems.
10. Disputes
Disputes arising from this agreement are subject to the competent consumer arbitration
committees, consumer courts and generally competent courts under applicable legislation.

11. Effectiveness
The applicant is deemed to have accepted all provisions of this agreement when confirming
the payment transaction through LivePay.
